การพัฒนาหลักสูตรที่มีคุณภาพโดยผ่านกระบวนการประกันคุณภาพอย่างต่อเนื่อง ทั้งการประกัน คุณภาพภายใน และการประกันคุณภาพภายนอกนั้น นับได้ว่าเป็นหน้าที่สำคัญประการหนึ่งของผู้สอน โดยกระบวนการ พัฒนาหลักสูตรควรมีองค์ประกอบดังนี้ 1) จุดมุ่งหมายและ วัตถุประสงค์  2) ลักษณะและวิธีการดำเนินการ  3) การพัฒนาผลการเรียนรู้ของผู้เรียน และ 4) แผนการจัดการเรียนรู้ที่มีการระบุวิธีการจัดการเรียนการสอน สื่อการสอน ตลอดจนวิธีการวัด และประเมนิผล การพัฒนาหลักสูตรที่ดีต้องมีความสอดคล้องกับหลักการจัดการเรียนการสอน ที่เน้นผู้เรียนเป็นสำคัญตามพระราชบัญญัติการศึกษากำหนดไว้ สำหรับผู้สอนต้องมีการปรับเปลี่ยนบทบาทหน้าที่ ในการสอนจากวิธีการสอนแบบบรรยายหรือแบบอธิบาย มาเป็นการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ และสอดคล้องกับการเรียนรู้ของผู้เรียน อาทิ การประยุกต์ใช้ สื่อเทคโนโลยี การใช้กิจกรรม เกม หรือโครงงาน มาใช้เป็นแนวทางในการจัดกิจกรรม การเรียนการสอนให้กับผู้เรียน เพื่อให้ผู้เรียนเกิดทักษะการเรียนรู้ มีทักษะ กระบวนการคิดหรือที่เรียกว่า ทักษะทางปัญญา คุณธรรมจริยธรรม ทักษะความสัมพันธ์ระหว่างบุคคลและ ความรับผิดชอบ  ทักษะการคิดวิเคราะห์เชิงตัวเลข ทักษะในการสื่อสารและการใช้เทคโนโลยีสารสนเทศ รวมถึง ทักษะพิสัย เป็นต้น

The developing of the qualified curriculum needs to be certified continuously by the quality assur- ance both internal and external. It is one of the main duties of teachers. To develop a curriculum, there are 4 domains to be considered which are 1) Defining aims and objectives of the curriculum, Creating a scope and sequence, developing a learning achievement, and stating lesson plans which consist of teaching approaches, instructional materials and media and Students' assessment and evaluation. The qualified developing curricu- lum must be conformed to the National Education Act which has been emphasized on Student-centered. Teachers themselves have to change their roles from a lecturer to a facilitator of a student-centered class- room. That means teachers have to adapt some student-centered techniques such as applying technology, activities, games and projects to students' learning activities. So the students will gain knowledge, thinking skill or cognitive skill, including Ethics or moral, Interpersonal skills and Responsibility, analytical thinking, communication skills, information technology skills and Psychomotor Skills.
