สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานได้มอบหมายให้นักวิจัยจากมหาวิทยาลัยมหิดลและมหาวิทยาลัยราชภัฎร้อยเอ็ดทำการศึกษารูปแบบและองค์ความรู้การพัฒนาทักษะของนักเรียนที่มีความสามารถพิเศษด้านวิทยาศาสตร์และคณิตศาสตร์ โดยมีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์การพัฒนาคุณภาพการเรียนรู้ของผู้เรียนสู่มาตรฐานสากล 2) ศึกษาปัจจัยที่มีอิทธิพลต่อการพัฒนาคุณภาพการเรียนรู้ของผู้เรียนสู่มาตรฐานสากล 3) ศึกษาต้นแบบการพัฒนาคุณภาพการเรียนรู้ของผู้เรียนสู่มาตรฐานสากล โดยใช้กระบวนการเชิงผสมผสานทั้งการวิจัยเชิงปริมาณและเชิงคุณภาพ กลุ่มเป้าหมายเป็นนักเรียนที่สอบผ่านการคัดเลือกความสามารถทางวิทยาศาสตร์และคณิตศาสตร์เพื่อเป็นตัวแทนเข้าแข่งขันโอลิมปิกวิชาการที่สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานจัดขึ้น ในระดับชั้นประถมศึกษาปีที่ 3 จำนวน 300 คน ระดับชั้นประถมศึกษาปีที่ 6 จำนวน300 คน และครูผู้สอนเด็ก จำนวน 600 คนผู้ปกครองจำนวน 300 คน ผู้บริหารสถานศึกษาจำนวน 100 คน ผลการศึกษาได้แนวทางในการพัฒนากระบวนการเรียนการสอนต้นแบบโดยแบ่งเป็น นักเรียนต้นแบบ ครูต้นแบบ ผู้ปกครองต้นแบบ และผู้บริหารต้นแบบ ที่สามารถนำไปเป็นแนวทางในการพัฒนานักเรียนให้เป็นคนที่ประสบผลสำเร็จในการเรียนได้ ผู้เขียนเป็นหนึ่งในทีมวิจัยนี้จึงได้สังเคราะห์บทความปริทัศน์นี้มาเพื่อผู้สนใจจะได้แนวคิดและ กระทรวงศึกษาธิการได้ข้อเสนอแนะเชิงนโยบายในการพัฒนาการศึกษาไทยต่อไป

The Office of the Basic Education Commission (OBEC) assigned the researchers of Mahidol University and Roi Et Rajabhat University to study about form and body of knowledge of skill developments of students who have talent in Science and Mathematics. The research aimed to study 1) the situations of learning quality development skills leading to the international standard, 2) the impact factors of the learning quality development leading to the international standard, 3) the learning quality development models leading to the international standard. Qualitative and quantitative methodologies were used in this research study. The population were 300 students of grade 3 and 300 students of grade 6 who passed for the science and mathematics test and were representatives of Academic Olympic which organized by the Office of the Basic Education Commission, 600 teachers, 300 parents, and 100 school directors. The results of the study indicated the guidelines to teaching and learning development model including student model, teacher model, parent model, and director model. The results could be used as guidelines to develop students for the successful in their learning. As a researcher of this research, the results of the research study were synthesized to be the concepts and could be suggested for the Ministry of Education for further educational policy.
