การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อสร้างแบบประเมินสมรรถนะด้านนวัตกรรมและเทคโนโลยีการศึกษาตามมาตรฐานวิชาชีพครูของครูสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ กลุ่มตัวอย่างที่ใช้ ได้แก่ ผู้บริหาร สำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 จำนวน 30 คน ครูสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 จำนวน 30 คน ในการพัฒนาแบบประเมินสมรรถนะด้านนวัตกรรมและเทคโนโลยีการศึกษาตามมาตรฐานวิชาชีพครูของครูสำนักงานเขตพื้นที่การศึกษาประถมศึกษาระยอง เขต 1 ทำการวิเคราะห์ข้อมูลโดยใช้โปแกรม SPSS วิเคราะห์คุณภาพของแบบประเมินโดยการหาค่าความตรงจากค่าเฉลี่ยเพื่อดูดัชนีความสอดคล้อง (CVI) หาค่าความเที่ยงทั้งฉบับ โดยหาค่าสัมประสิทธิ์แอลฟา (Alpha Coefficient) ตามวิธีของครอนบาค (Cronbach) ซึ่งผลการวิจัยพบว่า

1. ผลการวิเคราะห์ความสอดคล้อง และความตรงตามเนื้อหา (Content Validity Index: CVI) ทั้งฉบับสำหรับครูและผู้บริหาร พบว่า ข้อคำถามมีค่าความสอดคล้อง CVI = อยู่ระหว่าง 0.80-1.00 ถือว่าข้อคำถามส่วนใหญ่มีความสอดคล้องกัน

2. ผลการวิเคราะห์ความเที่ยง (Reliability) ทั้งฉบับ โดยหาค่าสัมประสิทธิ์แอลฟา (Alpha Coefficient) ตามวิธีของครอนบาค (Cronbach) พบว่า แบบประเมินที่เก็บข้อมูลจากครู ข้อคำถามมีค่าความเที่ยงที่อยู่ในเกณฑ์ใช้ได้ทุกข้อ โดยมีค่าความเที่ยงทั้งฉบับ เท่ากับ .938 แสดงว่า เครื่องมือที่เราสร้างขึ้นมีความน่าเชื่อถือสามารถนำไปใช้ในการเก็บรวบรวมข้อมูลได้ ส่วนแบบประเมินที่เก็บข้อมูลจากผู้บริหาร พบว่า ข้อคำถามมีค่าความเที่ยงที่อยู่ในเกณฑ์ใช้ได้ทุกข้อ โดยมีค่าความเที่ยงทั้งฉบับ เท่ากับ .956 แสดงว่า เครื่องมือที่เราสร้างขึ้นมีความน่าเชื่อถือสามารถนำไปใช้ในการเก็บรวบรวมข้อมูลได้

This study aimed to developed a performance assessment form for innovation and educational technology based on teacher professional standard at Office of Elementary Education at Rayong, area 1. Data were collected from 60 participants – including those of 30 executives and 30 teachers of the Basic Education Commission at Office of Elementary Education at Rayong, area 1. The development of performance assessment form for innovation and educational technology was based on teacher professional standard. Were analyzed by using the SPSS. The assessment form was validated for quality by considering its reliability by means in order to see the Content Validity Index (CVI). Cronbach's Alpha Coefficient was employed to see its overall reliability. The research results were found as follows:

1. The analysis of consistency and content validity of and teacher and including those version showed that the test items' CVI is between 0.80 and 1.00, which can be concluded that most items have consistency.

2. The analysis of overall reliability by Cronbach's Alpha Coefficient appeared that the assessment forms collected from teachers, and those collected from executives had an acceptable reliability. The overall reliability for those collected from teachers and executives were .938 and .956 respectively which represented that the developed assessment form was reliable and could be used for data collection.
