การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่ควรจะเป็นของทักษะการเรียนรู้และนวัตกรรมของนักเรียนประถมศึกษา 2) พัฒนากลยุทธ์การพัฒนาทักษะการเรียนรู้และนวัตกรรมของนักเรียนประถมศึกษา และ 3) ตรวจสอบความเหมาะสมและความเป็นไปได้ของกลยุทธ์การพัฒนาทักษะการเรียนรู้และนวัตกรรมของนักเรียนประถมศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการโรงเรียนและครูวิชาการ จำนวน 390 คน การได้มาของกลุ่มตัวอย่างได้มาโดยการสุ่มแบบหลายขั้นตอน (Multi-stage Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ PNI_Modified

    ผลการวิจัยพบว่า 1) สภาพปัจจุบันของการพัฒนาทักษะการเรียนรู้และนวัตกรรมของนักเรียนประถมศึกษาโดยภาพรวมอยู่ในระดับปานกลาง ส่วนสภาพที่ควรจะเป็นโดยภาพรวมอยู่ในระดับมากที่สุด 2) กลยุทธ์การพัฒนาทักษะการเรียนรู้และนวัตกรรมของนักเรียนประถมศึกษา ประกอบด้วย วิสัยทัศน์ 10 พันธกิจ 12 เป้าประสงค์ 9 กลยุทธ์ 12 เป้าหมาย 32 วิธีดำเนินการ และ 37 ตัวชี้วัด และ 3) กลยุทธ์ในภาพรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด

   The objectives of this study were to 1) study the current state and the desirable state of learning and innovation skills of primary students; 2) devise a strategy in developing learning and innovation skills of primary students and 3) examine the appropriateness and feasibility of the strategy on the development of learning and innovation skills of primary students. This study was a mixed-methods research. The sample group in the study consisted of 390 school directors and academic teachers selected with multi-stage random sampling technique. The research instrument was the questionnaire, while statistics used in data analysis were mean, percentage, standard deviation and PNI_Modified.

    The findings were 1) as a whole, the current state of learning and innovation skill development of primary students was in an overall at the medium level. On the other hand, the overall picture of the desirable state of learning and innovation skill development of primary students was at the highest level. 2) The strategy on the development of learning and innovation skills of primary students comprised vision, 10 missions, 12 purposes, 9 strategies, 12 goals, 32 operational approaches and 37 indicators and 3) In an overall picture, the appropriateness and feasibility of the strategy on the development of learning and innovation skills of primary students was at the highest level.
