แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 11 มุ่งพัฒนาเศรษฐกิจของประเทศและให้บุคคลเป็นผู้นำทางด้านการออกแบบในทุกแขนงอย่างสร้างสรรค์ เน้นกระบวนการมีส่วนร่วมจากทุกภาคส่วนที่เกี่ยวข้องกับอุดมศึกษาไทยต้องมีการพัฒนาอย่างก้าวกระโดด เพื่อเป็นแหล่งความรู้ที่ตอบสนองการแก้ไขปัญหาวิกฤติและชี้นำการพัฒนาอย่างยั่งยืนของชาติและท้องถิ่นโดยเร่งสร้างภูมิคุ้มกันในประเทศให้เข้มแข็งขึ้นภายใต้หลักปรัชญาเศรษฐกิจพอเพียง และต้องส่งเสริมการพัฒนาประเทศให้สามารถแข่งขันได้ในประชาคมอาเซียนและประชาคมโลก มีการจัดการเพื่อพัฒนาเศรษฐกิจของประเทศไทยโดยใช้ความรู้เทคโนโลยี และนวัตกรรม ความคิดสร้างสรรค์ การจัดการเรียนสอนด้วยศิลปะเป็นฐานกับการศึกษามุ่งเน้นไปที่ บทบาทของศิลปะและศิลปะในชีวิตประจำวัน เป็นรูปแบบใหม่ที่จะทำให้ผู้เรียนเข้าใจโลกมากยิ่งขึ้นการจัดการเรียนสอนด้วยศิลปะเป็นฐานกับการศึกษาสามารถดำเนินการสอนได้กับผู้เรียนทุกคนที่จะเปิดโอกาสฝึกให้มองข้ามกฎหรือระเบียบทางวินัยแบบเดิมๆแนวคิดการจัดการเรียนการสอนโดยศิลปะเป็นฐาน เป็นแนวคิดในการนำศิลปะเข้าไปมีส่วนในการสร้างองค์ความรู้ในการขยายความเข้าใจของผู้เรียนด้วยการสร้างสรรค์งาน ซึ่งหลักการแนวคิดดังกล่าวอันเป็นส่วนในการเติมเต็มทั้งด้านความรู้ ความเข้าใจการสร้างสรรค์ชิ้นงานที่ต้องใช้การประมวลองค์ความรู้และการความสามารถทางทักษะของการสร้างสรรค์ทางความคิด ดังนั้นหากประชากรในสังคมใดมีทรัพยากรบุคคลที่มีความคิดสร้างสรรค์สูงและจำนวนมาก ก็ย่อมจะเป็นแรงขับให้สังคมนั้นพัฒนารุดหน้าอย่างรวดเร็ว ปัจจุบันการศึกษาเรื่องความคิดสร้างสรรค์ได้รับความสนใจและขยายการศึกษาวิจัยในวงกว้าง เนื่องจากตระหนักถึงความสำคัญของความคิดสร้างสรรค์ที่มีต่อการพัฒนางาน พัฒนาคนและอื่นๆ ซึ่งก็เป็นการยกระดับคุณภาพและประสิทธิภาพของงานและของคนไปพร้อมๆ กัน

According to Eleventh National Development Plan 2011 – 2015 emphasized economic development and provided personal to be world –class creative designers which focused on collaborate from all stakeholders who related to higher education. From now on, Thai higher education development was needed to move great leap forward to be learning center that responded to critical problems and guided sustained state and local development. It was urgently made state immune under sufficiency economy and also promoted country competition in ASEAN and World communities. It should be managed for Thailand economic development with knowledge, technologies and innovation, and creativity. With Art-Based Teaching and Learning, it was focused on art roles and art in daily life and was showed as a new model for learners to be higher understanding real world. Art- Based Teaching and Learning was an instruction for all learners’ levels. Lateral Thinking was encouraged to look over some traditional rules and regulations. Art- Based Teaching and Learning was an instruction that collaborate Arts with instruction to elaborate knowledge through creative arts. It could fulfil knowledge, understanding, and product creation with knowledge application and lateral thinking skills. Hence, there would be large amounts of high creative personals in any societies, the society would have high driven to develop country in rapid forward. The study of creativity was be interested and widen in research because of creativity importance awareness that would influence to tasks or personal development and corresponded on shifting quality and effectiveness of tasks and personals.
